What we can see here is a little stuff by injecting a UNIloader in phone... This allows to replace imei easily without special tools, but PIN replacing can be hard since we need to hack some C checkings (BSN and some algo on PIN). Will continue research, but it would be great if u start to donate me to buy barred devices (to try with).
